When to use this template

Use this template if you're invoicing from Quebec or invoicing a Quebec client and are registered for both GST and QST. Quebec is the only province with its own provincial sales tax system administered separately from CRA — Revenu Québec handles QST registration, returns, and remittance. Practically, this means Quebec invoices need two separate tax lines (5% GST and 9.975% QST), two separate registration numbers, and dual reporting on returns. The template captures both, calculates each independently from the subtotal, and shows the combined tax for client clarity.

GST vs QST in Quebec

GST is the federal 5% Goods and Services Tax administered by CRA. QST is Quebec's 9.975% provincial sales tax administered by Revenu Québec. Critically, QST applies to the pre-GST subtotal (not the GST-inclusive amount) — it does not stack on top of GST. So on a $1,000 invoice in Quebec: subtotal $1,000, GST $50, QST $99.75, total $1,149.75. Both taxes are calculated against the same base subtotal. Quebec requires both registration numbers on invoices — your GST number (XXXXXXXXX RT0001) and your QST number (XXXXXXXXXX TQ0001). The QST number format is 10 digits + TQ0001 rather than the 9-digit federal format.

Quebec registration thresholds and timing

GST registration threshold is the standard CRA $30,000 across four rolling quarters. QST registration follows the same $30,000 threshold under Revenu Québec rules. Most Quebec freelancers register for both simultaneously when they cross the threshold, since the registration processes are linked. Below the threshold, you can register voluntarily for either, both, or neither — voluntary registration gives you input tax credits but adds reporting overhead. Quebec also requires QST registration for non-Quebec businesses selling to Quebec consumers above certain thresholds, regardless of GST status. Verify current rules at revenuquebec.ca, especially if you're a non-Quebec freelancer billing Quebec clients regularly.

Questions, answered

Frequently asked questions

Why does Quebec have its own sales tax separate from HST?

Quebec chose not to harmonize its provincial sales tax with the federal GST in the early 1990s when the GST was introduced, unlike Ontario and Atlantic provinces which eventually moved to HST. Quebec's QST is administered by Revenu Québec independently of CRA, which means dual returns, dual registration numbers, and dual remittance schedules. The structural decision is political/administrative rather than mathematical — the practical effect is more paperwork for Quebec businesses but greater provincial control over tax policy.

What's the difference between GST and QST?

GST is federal — 5%, administered by CRA, applies in all Canadian provinces. QST is Quebec-only — 9.975%, administered by Revenu Québec, applies only in Quebec. Both are calculated on the same pre-tax subtotal (QST does not stack on top of GST). Both require separate registration. Both must be shown as separate lines on invoices. From a customer perspective, the total tax burden in Quebec is 14.975% (5% + 9.975%), which is higher than Ontario's 13% HST but the structure makes the federal vs provincial portions explicit.

Do I charge QST to clients outside Quebec?

Generally no — QST is determined by place of supply, which is where the customer is located or consumes the service. To an Ontario client, you charge 13% HST. To an Alberta client, you charge 5% GST only. To a BC client, you charge 5% GST plus you may have BC PST considerations. To an international client, services are typically zero-rated for both GST and QST. The QST line should only appear on invoices where the client is in Quebec or the service is consumed in Quebec.

What is the QST registration number format?

QST registration numbers are 10 digits followed by TQ0001 (e.g., 1234567890 TQ0001). Note the QST number is 10 digits and starts independently from your GST/Business Number — it's not the same as your federal RT0001 number. Both numbers must appear on Quebec invoices. Revenu Québec issues QST numbers separately from CRA's GST/HST registration; you apply through Revenu Québec when registering for QST.
